Policy Purpose and Description
This CLAS policy on clinical faculty appointments is an adjunct to the University Clinical Track Policy (Operations Manual, III,10.9).
Salaried Clinical Faculty Appointments
The salaried Clinical Faculty code (FQ) is used for appointments of renewable-term faculty in programs subject to professional accreditation that require clinical teaching and/or clinical supervision and/or clinical direction. The professional productivity expected of clinical faculty does not include research of the sort expected of tenure-track faculty. The number of such appointments (FQ) will not exceed 3% of the tenure-track faculty FTE of the College. This code will not be used for faculty positions where classroom teaching is the sole or primary form of instructional activity.
The ranks and titles of salaried clinical-track faculty are Clinical Instructor, Clinical Assistant Professor, Clinical Associate Professor, and Clinical Professor.
Any individual wishing to move from a tenure-track faculty line or a professional & scientific staff line to a clinical faculty position must apply for a vacant position for which recruitment has been authorized. A clinical faculty member wishing to move to a tenure-track faculty or P&S line must apply for a vacant position for which recruitment has been authorized.
Unsalaried Clinical Faculty Appointments
The unsalaried clinical faculty code (FC) may be used for the appointment of non-salaried, renewable-term faculty in programs subject to professional accreditation that require clinical teaching and/or clinical supervision and/or clinical direction. These faculty may be appointed to paid clinical teaching/supervisory duties at less than half-time effort in any semester.
The ranks and titles of unsalaried clinical-track faculty are Adjunct Clinical Assistant Professor, Adjunct Clinical Associate Professor, and Adjunct Clinical Professor.

Salaried Clinical Faculty Appointments
The standard expectation for salaried clinical faculty positions is that 60% of effort is devoted to clinical teaching and/or clinical supervision and/or clinical direction, with professional productivity 20% of effort, and institutional and professional service 20% of effort for the average appointee in this category. The position does not have a research component or expectation of research accomplishments, although professional productivity and professional service may involve research in some cases. Clinical faculty are not members of the Graduate Faculty. However, it may be appropriate to request temporary Graduate Faculty status for service on a particular graduate committee, and the College will endorse such a request from a department.
The salaried clinical faculty member will participate in faculty governance processes as defined by the Faculty Senate, the College, and the Department. Salaried clinical faculty have voting rights in College elections, and are eligible to serve on collegiate elected or appointed bodies. The salaried clinical faculty member will be listed as a faculty member in the Department.
The salaried clinical faculty member has access to an office, departmental stationary and supplies, telephone, and other infrastructure support to which faculty are entitled. Like tenure-track faculty, the salaried clinical faculty member has access to travel funding for professional development and professional service purposes, consistent with travel funding policies. (If the appointment is less than 100%, this support would be proportional to the percentage of appointment.) If deemed appropriate by the collegiate committee, the application for a Professional Development Award may be approved for a salaried clinical faculty member. The clinical faculty will not have access to the Summer Old Gold Fellowship program or other research-oriented faculty development programs.
Terms of Appointment of Salaried Clinical Faculty
Initial appointment at the rank of clinical assistant professor (salaried), clinical associate professor (salaried), or clinical professor (salaried) is typically for a three-year term, though initial appointments of one or two years may be considered. The first three years of service are considered "probationary." Thereafter, reappointment will be on the following schedule:
Clinical Assistant Professor: Reappointment for a three-year term only.
Clinical Associate Professor and Clinical Professor: Reappointment typically for a five-year term, though recommendations for a three- or four-year term may be considered.
Clinical Instructor: Appointments at the rank of clinical instructor are for a non-renewable term of one year. If the College has not received verification by 90 days before the end of the initial appointment period that all requirements for the rank of clinical assistant professor have been completed, the College will notify the clinical instructor that the appointment will expire at the end of the initial appointment period.
Review Schedule and Procedures
Salaried clinical faculty will be reviewed on the following schedule:
Clinical Assistant Professor: Annually for the first six years of service at the University and at contract renewal (reappointment) thereafter.
Clinical Associate Professor and Clinical Professor: At contract renewal (reappointment) except that, for individuals whose initial appointment is at the rank of clinical associate professor or clinical professor, there will be annual reviews for the first three years of service. A successful review for promotion resets the schedule for contract renewal reviews.
University policy requires that the department establish written performance standards for the position. The annual probationary reviews and the reappointment reviews will be carried out according to procedures established by the department for clinical faculty reviews, using the position description and the performance standards for the position. The review will be forwarded to the collegiate office, as well as being shared with the clinical faculty member. Departmental recommendations on reappointment will be subject to collegiate review by the Dean or the Area Associate Dean.
Unsalaried Clinical Faculty Appointments
Term of Appointments
Appointment or re-appointment will ordinarily be for a three-year term, though one or two year appointments are possible. The DEO submits to the College a rationale for academic rank based on the criteria for clinical rank in this document and on the candidate's curriculum vita. The DEO also describes the department's expectations of the candidate's contributions during the term of appointment and (for a reappointment) a review of the candidate's previous contributions. For reappointment, the recommendation must be based on a review of the candidate (see below).
Reappointment Review
If the department is interested in reappointing an unsalaried clinical faculty member, the department conducts a reappointment review in the final year of the current appointment.
Review of Teaching
A review of teaching is conducted during every academic year in which the unsalaried clinical faculty member delivers compensated training or instruction to individuals or groups of students in the department. The review includes student evaluations, assessment of training/instructional materials, and (as appropriate) observation of delivery of training or instruction.
Promotion Review
An unsalaried clinical faculty member may be recommended for promotion if the record of professional activity justifies a change in rank. The rationale for promotion must be based on the University and Collegiate criteria for clinical faculty rank (see below), and departmental criteria for clinical faculty rank, if those exist. The Department performs an evaluation of teaching, if teaching is part of the candidate's responsibilities.
As in promotion of salaried clinical-track faculty, the Department's recommendation to promote an unsalaried clinical-track faculty member is based on a discussion and vote of the departmental faculty. The DEO submits the department's recommendation in a letter to the Area Associate Dean, giving the justification for the promotion. The DEO's letter, the candidate's CV, and the teaching evaluation (see paragraph above) are submitted in early December, by the deadline for submission of promotion records for tenure-track and clinical-track faculty candidates. The Dean consults the Collegiate Committee on Faculty Promotion and Tenure during its deliberations in January and transmits a recommendation to the Provost.
A promotion initiates a new term appointment.
Criteria for Appointment, Reappointment, and Promotion of Clinical Faculty (Salaried and Unsalaried)
Departments may establish criteria for rank that are consistent with University criteria (Operations Manual III,10.9) and with the following criteria of the College of Liberal Arts and Sciences:
Clinical Assistant Professors. Faculty members appointed to the rank of clinical assistant professor are ordinarily expected:

to hold the doctorate or terminal master's degree in the discipline;
-
to have current certification and/or licensure as specified by the department of appointment;
-
to have experience in clinical or other professional practice;
-
to show promise of excellence in teaching and in clinical supervision and/or direction (as appropriate to the position description); and
-
to show promise of excellence in professional productivity and service, including but not limited to clinical service.
Faculty members reappointed to the rank of clinical assistant professor are expected to meet criteria 1, 2, and 3 above. They are also expected to have met the following expectations:

to have an established record of success in teaching and/or in clinical supervision or direction (as appropriate to the position description);
-
to have demonstrated success in professional productivity (see below, "Evidence of Professional Productivity and Service"); and
-
to have demonstrated contributions in departmental and professional service, including but not limited to, clinical service.
Clinical Associate Professors. Faculty promoted, appointed, or reappointed to the rank of clinical associate professor are ordinarily expected:
-
to hold the doctorate or terminal master's degree in the discipline;
-
to have current certification and/or licensure as specified by the department of appointment;
-
to have an established record of sustained success in clinical or other professional practice;
-
to have an established record of sustained success in teaching and/or in clinical supervision at the undergraduate and/or the graduate levels and/or in clinic direction (as appropriate to the position description);
-
to have an established record of success in professional productivity (see below, "Evidence of Professional Productivity and Service") and (where appropriate to the position description) direction of clinical activities in ways that contribute to and sustain departmental research programs; and
-
to have an established record of effective participation in departmental service (including, but not limited to, clinical service) and in service to state, regional, and/or national professional organizations and, where specified by the department, in professional service in the community.
Clinical Professors. Faculty promoted, appointed, or reappointed to the rank of clinical professor are ordinarily expected:

to hold the doctorate or terminal master's degree of the discipline;
-
to have current certification and/or licensure as specified by the department of appointment;
-
to have an established record of sustained success and excellence in clinical or other professional practice;
-
to have an established record of sustained success and excellence in teaching and/or in clinical supervision at the undergraduate and/or the graduate levels and/or in clinic direction (as appropriate to the position description);
-
to have achieved unmistakable recognition for professional contributions (see below, "Evidence of Professional Productivity and Service") and (where appropriate to the position description) direction of clinical activities in ways that contribute to and sustain departmental research programs; and
-
to have a substantial and sustained record of effective participation in service (including, but not limited to, clinical service) to the department, to the institution, and to the profession at the regional and/or national level, and, where specified by the department, a sustained record of effective professional service in the community.
Evidence for Professional Productivity and Professional Service of Clinical Faculty
University policy requires that candidates for the ranks of clinical associate professor and clinical professor demonstrate professional productivity beyond clinical service. This productivity may be demonstrated in a variety of ways, such as:

curriculum and program development;
-
presentations at local, state, regional, and national professional meetings;
-
clinical workshops offered for professional practitioners;
-
professional consultation;
-
outreach activities to service organizations and civic groups;
-
publications in peer reviewed or non-peer-reviewed journals, as specified by the department, that discuss clinical techniques/practices, methods of or standards in clinical supervision, or standards of practice;
-
publication of clinical handbooks, textbooks, or chapters in clinical textbooks;
-
production of videos or other multi-media materials on clinical instruction;
-
editorship or editorial review for professional journals;
-
service on state or regional licensing/certification boards;
-
contributions to professional organizations through membership on committees and office-holding.
Departmental policies may also specify indicators of professional productivity. Unlike tenure-track faculty, clinical-track faculty are not expected to demonstrate research productivity.
Evidence of Recognition by Peers for Clinical Faculty (Salaried and Unsalaried)
University policy requires that candidates for the rank of clinical professor provide unmistakable evidence of recognition by peers. This recognition may be demonstrated in a variety of ways, such as:

invited presentations at professional meetings and workshops,
-
invitations to serve as editor or editorial board member of professional journals,
-
appointment or election to leadership positions in professional organizations,
-
awards and honors from professional organizations.
Departmental policies may also specify indicators of recognition by peers.

The CLAS policy was approved by the Office of the Provost, pending development of procedures for clinical faculty promotion. The current revision (approved by a referendum of the Faculty in March 2003) supersedes the original CLAS policy approved in April 1996 and the revisions approved in July 2001 and April 2002.
